Announcement on International Solicitation of Urban Design Schemes in Binhu Bluetown Start-up Area of Beihu Industrial Ecological New City in Qingshan District, Wuhan
为推动长江经济带发展，武汉市青山区以“一轴两区三城”发展战略为引领，着力发展青山区北湖产业生态新城，编制了《北湖产业生态新城空间发展规划（2019-2035）》，力争将北湖产业生态新城107平方公里区域打造为“创新之城”、“蓝绿之城”、“宜居之城”。其中滨湖蓝城位于美丽的严西湖畔，是北湖产业生态新城的综合服务中心，具有创新引领作用的生态科技新城，青山区生产、生活、生态“三生融合”的关键所在。目前滨湖蓝城范围内已逐步启动了城中村改造、还建居民安置，绿色产业、旅游文化产业发展等工作，拉开了建设生态宜业宜居滨湖蓝城新序幕。
Guided by the strategy of “one axis, two districts and three cities” towards the goal to boost the development of Yangtze River Economic Belt, Qingshan District has been committed to the development of Beihu Industrial Ecological New City (107km2) in the district, and compiled the Spatial Development Plan of Beihu Industrial Ecological New City (2019-2035), with an aim to build it into an "Innovative City", "Blue & Green City" and "Livable City". Binhu Bluetown, by the beautiful Yanxi Lake, is an integrated service center of Beihu Industrial Ecological New City, an ecological S&T new town with leading innovation capacity, and the key to the integration of production, life and ecology in Qingshan District. The reconstruction of urban villages and the resettlement of residents from those urban villages, the development of green industry and tourism cultural industry are ongoing within the city, indicating the commencement to the building of ecologically suitable and livable new town.
滨湖蓝城启动区主要位于武汉市青山区东部十一村中的五星村，基地紧邻严西湖、三面环水，自然景观条件极佳；同时作为武鄂高速进入武汉主城区的门户核心区域，地理交通位置十分优越。为推进滨湖蓝城启动区规划建设，探索生态宜居、产城融合、高质量发展的滨湖区域建设模式，开展本次武汉市青山区北湖产业生态新城滨湖蓝城启动区城市设计方案国际征集工作。
Binhu Bluetown Start-up Area is mainly situated in Wuxing Village in the east Qingshan District, Wuhan City, adjacent to Yanxi Lake and surrounded by water on three sides under favorable natural conditions. Meanwhile, as the gateway to the downtown from Wuhan-Ezhou Expressway, it enjoys superior geographical conditions. In order to promote the planning and construction of the Binhu Bluetown Start-up Area and explore the construction model for lakeside complex featuring ecological livability, city-industry integration and high-quality development, the International Solicitation of Urban Design Schemes in of Binhu Bluetown Start-up Area of Beihu Industrial Ecological New City in Qingshan District, Wuhan is hereby initiated.
本次征集活动面向全球公开邀请具有相关规划设计经验的设计机构参与，欢迎全球优秀的设计机构递交项目咨询建议书。
This solicitation is open for design institutions with relevant planning and design experience all over the world, for which a project consultation proposal is expected and welcome.
PROJECT OVERVIEW
一、项目概况
（一）项目名称： Project Name:武汉市青山区北湖产业生态新城滨湖蓝城启动区城市设计方案国际征集International Solicitation of Urban Design Schemes for Binhu Bluetown Start-up Area of Beihu Industrial Ecological New City in Qingshan District, Wuhan
（二）征集任务： Collection Task:本次国际征集旨在面向全球公开征集具有前瞻性与创新性的城市设计方案，秉承可持续发展理念，一是对该地区的未来发展方向及功能业态进行深入研究，提出前瞻性的发展策略和功能定位；二是在功能定位的研究基础上，强化区域“滨湖半岛小镇”特色，明确功能结构、蓝绿网络、用地布局、道路与慢行系统、整体空间形态、分期建设及经济测算等规划设计内容，关注城乡生态空间、农业空间的设计与引导，以规划引领项目落地；三是在规划方案基础上，提出规划实施建议清单，对下步启动区建设与招商提出科学建议。The international solicitation targets at the forward-looking and innovative urban design schemes all over the world under the concept of sustainable development, covering the following aspects: 1) In-depth research on the future development and functional formats of the region and proposal of prospective development strategies and functional positioning; 2) enhancement of the characteristics of the “lakeside peninsula town” on the basis of the research of functional orientation, and clear and definite planning and design contents such as functional structure, Blue-Green network, land use layout, road and slow-motion system, overall spatial form, phased construction and economic calculation for project implementation,Pay attention to the design and guidance of urban and rural ecological space and agricultural space for project implementation; 3) definite list of scientific planning implementation suggestions on the basis of planning scheme and proposals for the construction and investment promotion of the Start-up Area in the next step.
本次征集方案将作为滨湖蓝城启动区规划深化的重要支撑文件，助推滨湖蓝城启动区的招商和项目落地。The solicitation schemes are highly supportive for deepening the planning of Binhu Bluetown Start-up Area, so as to boost the investment promotion and project implementation for Binhu Bluetown Start-up Area.
（三）规划设计范围： Scope of planning and design:划定武鄂高速两侧街区、五星村及贾岭村主要未建设开发用地为规划设计范围，总用地面积约为200公顷。同时应综合考虑规划设计范围与北湖产业生态新城、滨湖蓝城、严西湖等区域的关系，协调生态景观，统筹考虑整体城市功能与产业方向。The scope of planning and design covers the major part of undeveloped lands in the blocks on both sides of Wuhan-Ezhou Expressway, Wuxing Village and Jialing Village, with a total land area of about 200 hectares. It is also necessary to balance the relationship between the planning and design scope and the areas like Beihu Industrial Ecological New City, Binhu Bluetown and Yanxihu Lake, coordinate the ecological landscape, and take into account the urban function and industrial direction as a whole.

REQUIREMENTS ON APPLICANT QUALIFICATIONS
二、应征人资格要求
（一）应征人应为依法注册的从事城市规划、城市设计的法人实体；The applicant shall be a legal entity duly registered according to law and engaged in urban planning and design;
（二）应征人应有与本项目功能性质相类似的城市规划或城市设计经验；The applicant shall have experience in urban planning or urban design similar to that of function and nature of this project;
（三）本次征集接受联合体报名，联合体牵头单位与成员数量合计不超过3家，联合体报名还需满足如下条件：Registration by consortium is acceptable for the solicitation, and the total number of leading unit and members of the consortium shall not exceed 3 The registration by consortium shall also meet the following conditions:
① 联合体各方必须签订联合体协议书，明确联合体牵头单位和成员的权利义务；All parties to the consortium shall sign a consortium agreement to clarify the rights and obligations of the leading unit and members thereof;
② 以联合体形式参加征集的，联合体各方不得再单独参加或者与其他应征人另外组成联合体参加本次征集活动；For participation in the form of a consortium, any party to the consortium shall not participate alone or in another consortium with any other applicants;
（四）除联合体的成员外，参加征集的应征人之间不应存在关联关系。Except for the members of the consortium, the applicants to the solicitation shall not be interrelated.
（五）参与本项目的专业技术人员须为该应征机构的在册人员，主创设计师须有主持过多个同类型项目经验，且主创设计师及团队成员须全过程参与本项目（项目现场踏勘、方案设计、方案汇报）。因为疫情原因，若境外主创设计师确不能到现场，需通过视频参加以上活动，并由境内主要设计师到场参加。项目团队需各专业工种配备齐全。为了保证项目团队人员对中国地区背景和相关要求的准确理解，境外应征机构的专业技术人员团队中应至少有一名通晓汉语人士。The professionals involved in this project must be the current registered staff of the applicant institution; the chief designer must have experience in directing several similar projects, and the chief designer and team members must participate in the whole process of the project (project site survey, scheme design, scheme reporting) . Due to the epidemic situation, if the chief designer from abroad or Medium and high risk areas of epidemic cannot participate in person, he or she must participate in the above activities via video, and the main domestic designers should be present to participate. The project team shall be fully equipped with all professional types of work. The professional team of the foreign applicant institution should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.
PROCESS OF COMPETITION
三、征集流程
本次方案征集按如下三个阶段进行：This competition contains three stages:
（一）第一阶段为“项目咨询建议书征集”阶段。Stage I: Collection of Project Consultation Proposal.
1、主办单位发布征集公告。The Organizer issues a competition announcement.
2、有意参加本次征集活动的应征人可通过电子邮件进行信息登记并提交签署的《保密承诺书》（点击“阅读原文”下载信息登记表等附件，填写完毕后E-mail至指定邮箱），应征人信息登记资料应为盖章或签字的PDF扫描版（同时附上DOC格式），E-mail至邮箱bhlccssj@163.com，协办单位收到并完成信息登记后，将《项目咨询建议书征集大纲》（下文简称《征集大纲》）电子版文件发送给应征人。Any applicant with intent can make registration via e-mail and sign and submit the Letter of Commitment on Non-disclosure（Click "read the original text" to download the information registration form and other attachments. After the aforesaid documents are received, the Sponsor shall send an electronic version of the Solicitation Outline for Project Consultation Proposal to the applicant.
3、《征集大纲》获取时间：2022年4月29日至2022年5月16日17:00（中国北京时间）。Time to acquire the competition Outline: April 29, 2022 to 17:00 on May 16, 2022 (Beijing Time).
4、应征人应按照《征集大纲》的要求编制《项目咨询建议书》，包括商务文件、技术文件和演示文件三个部分，其中技术文件应突出基地分析、工作认知、功能定位、规划设计构思，采用“图文并茂”的形式，表达设计机构对该区域的理解与初步构思，并在递交截止时间2022年5月25日12：00前（中国北京时间）将《项目咨询建议书》PDF扫描版发送至指定邮箱bhlccssj@163.com（收到资格预审申请文件的时间以上述指定邮箱收件箱显示的收件时间为准）。The applicant shall prepare the Project Consultation Proposal according to the competition Outline, which includes three sections: business documents, technical documents and presentation documents, among them, the technical documents shall highlight the base analysis, work cognition, functional positioning, planning and design conception, and express the design organization's understanding and preliminary conception of the area in the form of "pictures and texts" and send the PDF scanned copy of the Project Consultation Proposal to the designated mailbox bhlccssj@163.com before 12:00 on May 25 2022 (Beijing Time) (the time of receipt shall be subject to that specified in the inbox of the aforesaid mailbox).
5、主办单位将组织对应征人递交的项目咨询建议书进行评审，选出3家设计机构入围，入围单位在得到确定入围通知后，应按时提交《参与确认函》。The Organizers will review the Project Consultation Proposal submitted by the applicant, and select three institutions to the next stage. The shortlisted institutions shall submit the Confirmation of Participation on time after receiving the notice of selection.
（二）第二阶段为“城市设计方案竞赛”阶段。Stage II: Urban Design Scheme Competition.
1、主办单位拟于2022年6月1日邀请入围的设计机构来汉领取《设计任务书》，并进行现场答疑和现场踏勘等启动工作，然后正式开展城市设计方案编制。第二阶段入围机构应基于前期内容，深化研究本区域的功能定位与产业策划，明确用地布局与开发规模、城市空间形态、蓝绿网络体系、道路与慢行系统、生态与农业空间引导、分期建设及经济测算等内容，并提出规划实施建议清单。在功能上应从青山区北湖产业生态新城滨湖蓝城出发，提出合理的产业发展方向、思路和布局建议；设计方案上应聚焦基地“滨湖半岛小镇”特色，注重与严西湖、武鄂高速空间联系，解决基地与高压走廊、武鄂高速之间的空间割裂，关注蓝绿空间塑造、同时对城乡生态空间、农业空间提出设计思路与引导措施，运用新技术、新手段，打造生态宜居、产城融合、高质量发展的滨湖蓝城启动区。The Organizers, on June 1, 2022, plans to invite the short-listed design institutions to Wuhan to receive the Design Order and carry out on-site Q&A and reconnaissance before the preparation of urban design scheme. In the second stage, the short-listed institutions shall deepen the study of the functional positioning and industrial planning of the area based on the previous contents, clarify the land use layout and development scale, urban spatial form, Blue-Green network, road and slow-traffic system, ecological and agricultural spatial guidance, phased construction and economic estimate, for which a list of planning and implementation suggestions shall be proposed. Functionally, it is appropriate to put forward reasonable direction, ideas and layout suggestions for industry development starting from Binhu Bluetown in Beihu Industrial Ecological New City, Qingshan District. The design scheme shall focus on the characteristics of the base "Binhu Peninsula Town", highlight the spatial connection with Yanxihu Lake and Wuhan-Ezhou Expressway to address the spatial separation between the base and the high-voltage corridor and Wuhan-Ezhou Expressway, and emphasize the shaping of Blue-Green space and the design ideas and guiding measures for urban and rural ecological spaces and agricultural spaces, for the purpose of building a Binhu Bluetown Start-up Area featuring ecological livability, city-industry integration and high-quality development with the support of new technologies and techniques.
2、主办单位和承办单位拟于2022年7月1日（方案竞赛阶段开始后4周左右），将组织中期成果检查，入围的设计机构应派项目负责人进行中期成果汇报。The Organizers and Co-organizers will organize mid-term results inspection on July 1, 2022 （around the fourth week after the commencement of Design Competition), for which the shortlisted design institutions shall arrange project leaders to make reports on the mid-term results.
3、入围的设计机构须于2022年7月21日12:00时前提交成果至主办单位指定地点（具体地点另行通知）。主办单位将举办专家评审会（具体时间地点另行通知），设计机构须派项目负责人或主创设计人员来汉汇报设计成果，方案经专家评审，确定方案推荐排名，并报送主办单位确认征集结果。The shortlisted design institutions shall submit the results to the workplace (to be specified later) designated by the Organizers before 12:00 on July 21, 2022.The Organizers will convene an expert review meeting (with time and place to be specified later) where the design institutions shall arrange project leader or the creator in chief to make a report on site. After expert review, a recommended ranking of the schemes will be defined and submitted to the Organizer for confirmation.
（三）第三阶段为“方案整合及深化”阶段。Stage III: Scheme Integration and Deepening.
“方案整合及深化”阶段，中选的设计机构将作为方案整合机构须在中选后21个日历天内按主办单位及承办单位意见建议吸收其他设计方案的优点，进行方案整合及深化，整合成果应达到征集方案最终目标要求，通过主办单位和承办单位验收。The selected design institution to be engaged in scheme integration and deepening shall take in the advantages of other design schemes as suggested by the Organizers and Co-organizers within 21 calendar days after the said institution is selected. The integration results shall meet the ultimate requirements of this competition and shall be acceptable for the Organizers and the Co-organizers.
DESIGN FEE
四、设计费
本次征集活动承办单位将与确认中选的设计机构签订方案整合深化合同，合同额300万元人民币；In this solicitation, the Co-organizers will sign a Scheme Integration and Deepening Contract with confirm the selected design institution, with a contract value totaling RMB3 million;
给予确认第二名的设计机构120万元人民币的设计补偿（奖金）；The design institution confirm ranking No.2 will be given a design compensation (bonus) of RMB1.2 million;
给予确认第三名的设计机构80万元人民币的设计补偿（奖金)。The design institutions confirm ranking No.3 will be given a design compensation (bonus) of RMB800,000.
（注：以上费用均含税，且设计机构须与承办单位签订合同。）(Note: All the fees mentioned above are tax inclusive and all the design institutions involvedmust sign a contract with the Co-organizers.)
INSTRUCTIONS FOR COMPETITION
五、征集说明
（一）本次征集活动设计费均以人民币在境内支付，境外应征人无法收取人民币的，可授权国内合法独立法人代收款项。The design fees for this competition will be paid in RMB in China. For overseas applicants that are unable to receive Renminbi, a domestic independent legal person may be authorized for collection.
（二）应征人对应征方案享有署名权，经主办单位许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。主办单位、承办单位以及项目建设单位有权在本项目的设计中使用应征设计成果，主办单位、承办单位以及项目建设单位在本项目的方案调整综合时可以全部或部分使用应征设计文件及设计成果，也可对其进行修改，主办单位、承办单位以及项目建设单位还可对所有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果。The applicant has the right of authorship for its application scheme, which may be evaluated or demonstrated via media, professional magazines, books and periodicals or otherwise upon the permission of the Organizer. The Organizer, Co-organizers and project construction unit have the right to use the designs under this solicitation in the design process, and use all or part of or modify the design documents and results under this solicitation in adjusting and integrating the schemes of this project. The Organizer, Co-organizers and project construction unit may also print, publish and exhibit all the results from the solicitation, and evaluate, display and publicize the design results through media, professional magazines, books and periodicals or in any other form.
（三）应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。The applicant shall guarantee that the submitted design documents and results are free from infringement upon the intellectual property rights (including but not limited to copyright and patent right), technical know-how or business secrets of any other person within or outside China. The applicant shall guarantee that if any intellectual property right or know-how or business secrets of any other person is used or contained in the design documents, it has obtained the legal, effective and sufficient authorization of the right holders. The applicant shall bear all the liabilities for compensation arising from infringement on the intellectual property rights, technical know-how or business secrets of others.
（四）应征人所获设计补偿（奖金）的税金（含中国境内、外应缴纳的各项税费）和在整个过程中发生的一切费用均由应征人自理。The taxes (including taxes and fees payable in and out of China) of design compensation (bonus) received by the applicant and all expenses incurred in the whole process shall be borne by the applicant.
（五）本次征集活动中的所有文件及往来信函均应使用中文书写。All documents and correspondence in this solicitation shall be rendered in Chinese.
（六）参加本次活动的应征人均被视为承认本公告的所有条款。All the applicants for this solicitation are deemed to have recognized all the terms of this announcement.
（七）本次征集活动及相关文件的最终解释权归主办单位所有。This solicitation and related documents shall be subject to the final interpretation of the Organizer.
（八）本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。The laws and regulations applicable to this solicitation and the documents concerned are the laws and regulations of the People's Republic of China.
